Bangladesh: Muslims torch Buddhist temples, homes

COX'S BAZAR, Bangladesh (AP) ? Thousands of Bangladeshi Muslims angry over an alleged derogatory photo of the Islamic holy book Quran on Facebook set fires in at least 10 Buddhist temples and 40 homes near the southern border with Myanmar, authorities said Sunday.

The violence began late Saturday and continued until early Sunday, said Nojibul Islam, a police chief in the coastal district of Cox's Bazar.

He said the situation was under control Sunday afternoon after extra security officials were deployed and the government banned public gatherings in the troubled area.

He said at least 20 people were injured in the attacks that followed the posting of a Facebook photo of a burned copy of the Quran. The rioters blamed the photo on a local Buddhist boy, though it was not immediately clear if the boy actually posted the photo.

Bangladesh's popular English-language Daily Star newspaper quoted the boy as saying that the photo was mistakenly tagged on his Facebook profile. The newspaper reported that soon after the violence broke out, the boy's Facebook account was closed and police escorted him and his mother to safety.

Joinul Bari, chief government administrator in Cox's Bazar district, said authorities detained the boy's parents and were investigating.

Buddhists make up less than 1 percent of Muslim-majority Bangladesh's 150 million people.

The Bangladeshi violence follows protests that erupted in Muslim countries over the past month after a low-budget film, "Innocence of Muslims," produced by a U.S. citizen denigrated the Prophet Muhammad by portraying Islam's holiest figure as a fraud, womanizer and child molester.

Some two dozen demonstrators were killed in protests that attacked symbols of U.S. and the West, including diplomatic compounds.

Rare September Tornado Hits Near Pittsburgh, Pa.

September 29, 2012; 3:26 PM

Video shot by Matt Whyel
Posted to Facebook by the National Weather Service in Pittsburgh

A tornado touched down in Eighty Four, Pa., on Thursday around 4 p.m. The tornado did minimal damage; however, there was no tornado warning out for the area. The National Weather Service in Pittsburgh gave a detailed explanation of why the storm that produced the tornado did not meet the criteria for a warning:

"A surface low pressure system was moving across the upper Ohio Valley towards the Pittsburgh area associated with showers. As the system moved over Allegheny County, however, it strengthened and spawned heavy rain with windy conditions. The system then moved east and weakened. The greatest instability for thunderstorms to develop was well to the south along the Mason-Dixon Line. Thunderstorms did indeed occur in parts of West Virginia and Maryland in the evening.

The Storm Prediction Center (SPC) issues Tornado Watches and Severe Thunderstorm Watches. There were no watches issued for our forecast area. In fact, the Pittsburgh area was not even in a Slight Risk area for severe thunderstorms. The nearest Slight Risk area issued by SPC was to our southeast over parts of WV, MD, and VA.

So you're probably wondering what happened with all these reports of flooding, wind damage, and possibly a tornado and what defines a severe thunderstorm. By definition the National Weather Service defines a severe thunderstorm as producing at least 1 inch in diameter of hail, winds of at least 58 mph, or 1 or more tornado (the result of a tornado would be a Tornado Warning). The "huge swirl" on the radar some of you may have seen was the actual surface low pressure spinning counter-clockwise associated with vorticity maximum within the shortwave crossing the region.

Again, the feature was best seen as it was crossing Allegheny County when the system was its strongest and the radar had the best view. Some of the winds had mixed down with the heavy showers causing sporadic areas of damage. Notice how I mentioned heavy showers and not thunderstorms. The reason for that is that there was no lightning and no thunder with the system spinning through the Pittsburgh area! There was however, one (the only one) strike of lightning in Moon Township near our office but that was it. Two areas of heavy rain moved across the Pittsburgh metro area causing some street flooding mainly due to poor drainage areas. Along with the heavy showers, the wind in some areas around the West End region caused several trees to fall, maybe due to the fact that the ground was very saturated from the recent rain in the last week.

At this time, several Special Weather Statements had already been issued to inform about high wind gusts up to 50mph and heavy rainfall that could potentially cause minor flooding and ponding on roads. A Flash Flood warning had been issued for the Pittsburgh Metro area to account for rapidly rising water on roads due to poor drainage. Certainly, severe weather is not very much expected to occur over western PA in late September, especially when the environment is not [capable] of even producing a thunderstorm with almost no instability. The velocity signatures seen on the radar were adequate enough for statements to be issued especially if funnel clouds were reported.

What's the difference between a funnel cloud and a tornado? A funnel cloud is when a rotating column of air does not make it to the ground and a tornado is a rotating column of air that extends from the cloud to the ground. It can't be certain from the video above that the funnel cloud actually made it to the ground due to certain obstructions. The storm survey will give a better indication of what happened and whether the damage done was caused by a tornado or a microburst (rapidly sinking air producing wind damage that is similar to, but distinguishable from, tornadoes)."

Below are radar images of the Washington County, Pa., tornado. The storm was a small supercell with rotation as shown on radar. A supercell is a type of storm that has rotating winds. Tornadoes usually come from supercell storms.

The two images to the left show the wind fields. Wind fields show weather the winds are moving toward or away from the radar. The reddish dots show strong winds.

The top right image is the radar data. The bottom right is an image showing where the strongest wind rotation is in the storm.

Portuguese protest against austerity, await more measures

LISBON (Reuters) - Thousands of Portuguese protested on Saturday against austerity, stepping up their opposition to the country's 78-billion-euro bailout ahead of new spending cuts and tax hikes to be announced in the government's 2013 draft budget.

The peaceful protest organized by the CGTP union came after the center-right government ignited widespread anger this month with a hike in social security taxes that threatened to end Portugal's so far high social acceptance for austerity.

Facing criticism from unions, opposition politicians and businesses alike, the government reversed the tax hike. But it is now rushing to find alternative measures to adopt in its 2013 budget to ensure the country meets fiscal goals under its bailout from the European Union, European Central Bank and IMF, the so-called troika.

Protesters marched through downtown Lisbon, shouting "Let the fight continue" and carried banners reading "Go to hell Troika, we want our lives back."

"A year ago the prime minister told us the solution to the country's problems was the agreement with the troika," shouted CGTP head Armenio Carlos in a speech.

"But we have already seen this film in Greece, this is a road without an exit, pushing us toward the precipice," Carlos told the marchers that crowded into Lisbon's main Praca de Comercio square on the banks of the Tagus River.

The protest in Portugal came after a week of similar anti-austerity marches in Greece, Spain and Italy as southern Europeans face increasingly grim economic conditions under hardship sparked by the euro debt crisis.

Carlos said the protest was one of the largest organized by the CGTP, Portugal's biggest union, in recent years but he gave no figure of the number of people present. Praca de Comercio square has a capacity of about 100,000 people but it was not completely full on Saturday.

The protests were smaller than nationwide marches on September 15, immediately after the tax hike was announced, which prompted an estimated 500,000 people to take to the streets.

Portugal's unemployment rate has hit record levels above 15 percent as the country descended this year into its worst recession since the 1970s under the weight of spending cuts and tax hikes.

Anger by the Portuguese at austerity is likely to rise further as the government now expects the recession to extend into next year with few signs of economic growth emerging from the bailout plan.

The government has to present its 2013 budget by the middle of October.

Civil War: Unsung Chinese heroes who fought on both sides deserve recognition - (The Civil War )

Martha M. Boltz

VIENNA, Va., September 29, 2012 ? Part 2: In the first segment of this two part column, we looked at the little known stories of Chinese soldiers who served on both sides of the Civil War, fighting heroically and sometimes paying the ultimate price.

Today we turn to a story that resonated into the Twentieth Century, the true story of a young Chinese man who went from starving stowaway to the battle of Cold Harbor.

It began when Sing Loo was discovered as one of two little Asian boys, four and six years old, who had stowed away on board the square-rigged merchant ship Cohota, in 1845 on a regular trip from Shanghai to Massachusetts.?

Sargent S. Day, captain of the ship, found the youngsters two days after sailing, and realized both were starving; how long before sailing they had eaten was anyone?s guess. The older of the two died and was buried at sea, but Captain Day took the younger boy, ?adopted? him, and named him Edward Day Cohota, after the ship. The child sailed with the captain and his wife until Day retired in 1857, and they took him home with their own children, who accepted him as another brother.

Edward Day Cohota shortly before his death in 1935

When the war began, Edward Cohota enlisted in the 23rd Massachusetts Infantry, and saw considerable action in the Battle of Drury?s Bluff in May of 1864. He said he came out of the action with ?seven bullet holes thru? his clothes, but ?none touched his flesh.?

A Permanent Part in His Hair

It was at the Battle of Cold Harbor three weeks later that a Confederate mini ball went right across his head, leaving a permanent part in his hair, but he was not seriously wounded.?? It is believed that Cohota was the only one of the Asian soldiers, who returned to military service after the Civil War ended, remaining in the Army for 30 years. He was stationed at Fort Randall, Dakota Territory, married and had six children.

For that length of time, remembering the promise of the U. S. Government to give citizenship after service, Cohota assumed he was a U.S. Citizen. However, he put off submitting his second set of naturalization papers until after the Chinese Exclusion Act of 1882 was passed, which rendered him not a citizen with no chance of becoming one.

Cohota evidently came through the whole episode with his sense of humor intact, since for years he enjoyed telling his children that he had always voted as a citizen, and had cast his ballot for Republicans for 30 years, even though he was not eligible all that time. He lived to the age of 93, served on the city council in Gloucester, and was Treasurer of Tyrian Lodge, Free and Accepted Masons.? He died in 1935 at the Battle Mountain Sanitarium for Veterans in Hot Springs, S.D. He also held a life membership in Masonic Arcania Lodge # 97 of Armour, S. D.

The amount of time Cohota spent in the military is the reason the military has more complete records on his life and service. Sometime in 1929, an article in the Rapid City Daily Journal gave tribute to Mr. Cohota, as follows:

"It is not an uncommon thing to see a grand old gentleman at the national sanitarium standing uncovered and at attention at "flag-down." This refined, splendid looking old gentleman, who stands with such reverence and respect for the flag of his adopted country, is Edward Day Cohota, the only native-born Chinaman who went through the Civil War.

"His retirement pay was still coming when he arrived at the sanitarium, but he soon took a final discharge from the army and applied for a pension as a Civil War veteran. His claim was allowed at $72 per month."

Devastation at Cold Harbor Battlefield

A caveat: in that era, and for decades afterward, ?Chinaman? was a perfectly normal and accepted term for a person of Chinese descent. No opprobrium was intended or inferred.

From Silk Trade to Military

We have only slim information and conjecture as to how many of the Asian soldiers ended up in the army of either side. New Orleans was a favorite gathering place for those who had been in the navy, and many joined the troops to fight or were ?invited? to join for a break from naval life.

Many Chinese in earlier years had first come to this country as part of the Manila, Philippines silk route, which ran from the island to Acapulco. We also have the Spanish to thank as they imported Chinese ship builders, one association leading to another. There were no Chinese women in the area, so they intermarried with native blacks, Creoles and others.

In any event, we now have verified service of more than a few Asians, including several Filipinos, who joined either the Confederacy or the Union forces to fight for their adopted land, and their dedication to this country deserves honor and respect.?

Regrettably, it instead led to the Chinese Exclusion Act in 1882, which made it technically illegal for Chinese to become U.S. citizens, much less be citizens. This act was enforced until 1943.

It is sad that the U.S. government never kept its promise to them, since an earlier law said only whites could be naturalized, and that their service to the country has been overlooked for so long. These brave men in an adopted land deserve far more recognition, not to mention the reward of citizenship as promised, than they received.

Several historians have zeroed in on this subject, and I am grateful for their work in putting together this abbreviated story of the brave Asians who served during the Civil War.

This is the carbon fiber core of Ferrari's first hybrid

Ferrari has already said that it will never make an electric car -- at least, not while Luca di Montezemolo is in charge -- but we already know that a hybrid Ferrari is in the cards. And, this is what will hold it all together. At this year's Paris Auto Show the company rolled out this carbon fiber cage that is the core chassis of the machine. Other than a pledge that the thing will use F1-inspired technology nobody would tell us what it would be called (possibly F70, at least internally) or just when the rest of its components will be bolted on. But, for now, enjoy this sneak peek under the skin of Ferrari's next hypercar.

Police: Minn. office shooter kills 4, then self

The shooter who opened fire at a Minnesota sign-making business killed four people before fatally shooting himself, according to police.

The fatal shooting took place at Accent Signage Systems in the Bryn Mawr neighborhood in Minneapolis at about 4:35 p.m. Thursday, according to a statement released this morning by the Minneapolis Police Department.

The bodies of the four victims were found shortly after police arrived at the scene while evacuating other employees, according to the statement. The five individuals will be identified by the Hennepin County Medical Examiner Office and their exact causes of death will be released after their investigation is complete.

Minneapolis Police Deputy Chief Kristine Arneson would only confirm that the shooter died from a self-inflicted gunshot wound. The motive and gender of the shooter has not been identified by police.

Four other victims were transported to the Hennepin County Medical Center after the shooting. Three of the victims are listed in critical condition with gunshot wounds. The fourth victim had minor injuries, according to police.

"We received three patients who came to the hospital and they are in critical condition and they continue to be in critical condition this evening. They are three adult males," Christine Hill, the hospital's Media Relations Specialist, told ABC News Thursday.

Police originally reported that at least two people were killed, but later would only say that "several" bodies had been found inside the business.

Barbara Haynes was driving home from her teaching job when she got stuck in traffic near the scene.

"I've never seen that many police vehicles on the scene and SWAT teams, uniforms, the guns...pretty heavy artillery," Haynes told ABC News.

Marques Jones, 18, of Minneapolis, said he was outside a building down the street having his high school senior pictures taken when he and his photographer heard gunfire that sounded close.

"We heard about four to five gunshots," Jones said. "We were shocked at what happened and we just looked at each other. We all just took off running to our vehicles."

Accent Signage Systems' website says the company makes interior signage and listed its founder as Reuven Rahamim.

Minneapolis Mayor R.T. Rybak said employees who were working when the shootings occurred were together and being cared for Thursday evening.

"We are deeply sorry about what has happened here," he said, calling the shootings "a horrible tragedy."

ABC News Radio and The Associated Press contributed to this report.

Mars Curiosity rover discovers ancient streambed on planet's surface (+video)

This water flow was likely quite vigorous, perhaps akin to the flows produced by flash floods in desert areas here on Earth, researchers announced.

By Mike Wall,?SPACE.com / September 27, 2012

NASA's Curiosity rover found evidence for an ancient, flowing stream on Mars at a few sites, including the rock outcrop pictured here, which the science team has named 'Hottah' after Hottah Lake in Canada's Northwest Territories. This image mosaic was taken by Curiosity's 100-millimeter Mastcam telephoto lens on its 39th Martian day, or sol, of the mission.

NASA's Mars rover Curiosity has discovered what appears to be an ancient streambed, suggesting that water once flowed in large volumes ? perhaps hip-deep in places ? across the Martian surface.

Photos from the Curiosity rover?have revealed several different rocky outcrops that contain stones cemented into a layer of conglomerate rock. Some of these stones are rounded and large, indicating that they were transported relatively long distances across the Red Planet surface by water.

This water flow was likely quite vigorous, perhaps akin to the flows produced by flash floods in desert areas here on Earth, researchers announced today (Sept. 27).

"From the size of gravels it carried, we can interpret the water was moving about 3 feet per second, with a depth somewhere between ankle and hip deep," Curiosity co-investigator William Dietrich, of the University of California, Berkeley, said in a statement. [The Search for Water on Mars (Photos)]

"Plenty of papers have been written about channels on Mars with many different hypotheses about the flows in them," Dietrich added. "This is the first time we're actually seeing water-transported gravel on Mars. This is a transition from speculation about the size of streambed material to direct observation of it."

The findings came after researchers studied photographs of three different outcrops inside Gale Crater, where Curiosity touched down on Aug. 5.

The first outcrop, known as Goulburn, lies a few feet from the rover's landing site. Curiosity spotted the other two ? called Link and Hottah ? as it's been rambling toward an area called Glenelg, its first major science target.

Photos of Link really got the team thinking of long-ago stream flows, Curiosity chief scientist John Grotzinger, of Caltech in Pasadena, told reporters today. And images of Hottah, which juts from the Red Planet surface at an odd angle, pretty much sealed the deal.

"Hottah looks like someone jack-hammered up a slab of city sidewalk, but it's really a tilted block of an ancient streambed," Grotzinger said in a statement.

On Earth, tilted outcrops are usually the result of tectonic activity. But Hottah could have been deformed by a nearby impact or other process, Grotzinger said.

The?water on Mars?likely flowed several billion years ago, researchers said, though an exact timeframe will be tough to determine. But the extent of the system that produced the outcrops ? and the surrounding alluvial fan and channels ? suggests that it wasn't produced in a single shot.

Rather, water was likely flowing over a relatively long chunk of time, scientists said.

"I'm comfortable to argue that it's certainly beyond the thousand-year timescale, but we're still gathering data to go further with that," Dietrich told reporters today.?

The team has not yet analyzed Link or Hottah with Curiosity's 10 different science instruments; rather, the researchers' conclusions are based on images of?Mars?snapped by the rover's Mast Camera. But those pictures capture plenty of evidence, Grotzinger said.

"In some cases, when you do geology, a picture's worth a thousand words," he said.

The $2.5 billion?Mars rover Curiosity?is about 50 days into a roughly two-year mission to determine if the Gale Crater area has ever been capable of supporting microbial life.

Despite the outcrop discoveries, the six-wheeled robot's ultimate destination remains the base of Mount Sharp, a 3.4-mile-high (5.5 kilometers) mountain that rises from Gale's Center. The mysterious mountain's foothills show signs of long-ago exposure to liquid water.

"A long-flowing stream can be a habitable environment," Grotzinger said. "It is not our top choice as an environment for preservation of organics, though. We're still going to Mount Sharp, but this is insurance that we have already found our first potentially habitable environment."

Galvez society plants a plaque in New Orleans for Revolutionary ...

New Orleanians ? even people who live on Galvez Street ? might be surprised to learn that there is a society dedicated to the memory of Bernardo de Galvez, the Spanish military leader who served as governor of Louisiana starting in 1777. They might be even more surprised that the society, the Granaderos y Damas de Galvez, is based in San Antonio.

Leaders of the society ? the Grenadiers and Ladies of Galvez, in English ? were in New Orleans on Thursday to dedicate a new historical marker honoring Galvez as a ?hero of the American Revolution.?

The marker is a few feet from an equestrian statue of Galvez that has stood since 1976 between the former World Trade Center building and the ferry terminal at the foot of Canal Street. Hundreds of thousands of people probably have passed the statue over the years, but it?s likely that few realized whom it depicted.

The new marker, including a portrait of Bienville and a map of Spanish colonies in the late 18th century, celebrates the role that Galvez played during the American Revolution, when he led Spanish military expeditions that captured Baton Rouge, Mobile, Pensacola and other British bases.

Not that Galvez, or the king of Spain whom he represented, had any love for democracy or real interest in the American colonies? grievances against King George III. But Spain was allied with France, which was supporting the American cause for its own reasons, and Spain ? then in control of Louisiana, Cuba, Mexico and most of the rest of Latin America and the Caribbean ? was happy to expand its influence in the Gulf of Mexico at the expense of Britain, which had gained possession of Florida in 1763.

Galvez?s exploits rate at most a brief mention in many histories of the American Revolution, but to his present-day supporters, Spain and Galvez played a vital role in determining the war?s outcome.

The mission statement of the Granaderos y Damas de Galvez says it was created to ?inform the public about Spain?s substantial although generally little-known contributions to the success of the American Revolution.? The group?s website goes further, saying its activities are designed to recall ?the collaborative efforts of Generals George Washington and Bernardo de Galvez? during the war.

The Order of Granaderos de Galvez was founded in 1975 by two San Antonio businessmen. Other chapters were later formed in other Texas cities, including Galveston, a city named for Galvez, as well as in Florida and Washington, D.C. But even though New Orleans was Galvez?s headquarters as governor of Louisiana, the organization has never taken root here.

Galvez, born in 1746, already had extensive military experience in both the Old and New worlds before he arrived in New Orleans in 1776, taking office as governor on Jan. 1, 1777. Starting in 1776, Spain provided substantial aid to the American colonists fighting up and down the East Coast, with much of it moving through New Orleans, and after Spain declared open war on Britain in June 1779, Galvez moved quickly to attack British forts on the east bank of the Mississippi River and along the Gulf Coast.

He first captured Fort Bute at Manchac in September and then forced the surrender, successively, of Baton Rouge, Natchez and Mobile by early 1780. His final victory was at Pensacola, the capital of British West Florida, which he captured in May 1781 after a two-month siege. His exploits gave the Spanish control of all of West Florida and ended the possibility of any British offensive up the Mississippi River. Galvez never returned to Louisiana and died in Mexico City in 1786 at age 40.

Whether his actions really had much effect on the course of the fighting in the 13 colonies is open to debate, but according to the Granaderos y Damas de Galvez, the new nation?s Congress expressed its gratitude. And almost two centuries later, the society reports, President Ronald Reagan cited Galvez in paying tribute to Hispanic Americans? contributions to the nation.

?Their bravery is well known and has been demonstrated time and again, dating back to the aid rendered by General Bernardo de Galvez during the American Revolution,? Reagan said.

?To Whom Are You Referring?? vs. ?Who are you talking about ...

?To whom are you referring?? vs. ?Who are you talking about?? Writing the Way People Talk

Sep 27, 2012

?

I make the bulk of my living as a corporate copywriter and freelancer. That means I spend a lot of time writing spam and junk mail.

Oh, I could tell you I write ?marketing collateral? or I ?develop B 2B and B2C messaging campaigns? but unless you?re actually in marketing and advertising, that?s probably not going to mean much to you. But when I say, ?spam? and ?junk mail? general folks I bump into on the street instantly know what I?m talking about. We have a baseline. I can refine from there.

I was thinking about the ways people talk recently when I received some feedback about one of my projects. Someone pointed out that the grammar of the subject line in an email I wrote was incorrect.

The original was something along the lines of: ?Found who you?re looking for??

As most copyeditor folks and even some high falutin? writers will tell you, that sentence commits a number of sins. If that sentence were written in a grammatically correct way, it would read: ?Have you found the person for whom you are looking??

Catchy, isn?t it? Obviously, I should have used that one.

Right?

?Have you found the person for whom you are looking?? may be grammatically correct, but it fails to do what I need it to do. As an email subject line, it?s too long. It also?sounds awkward and off-putting, distancing. It uses a ?high? narrative language that implies I?m speaking down to somebody, and that?s not my intent -?I want to speak in a simple,?relatable way.

Yes, I thought about this.

Writing the way people talk, in a way they?ll find accessible, is as much a writing skill as ?knowing the rules.? I make the same sorts of tough choices in my fiction writing, too. My characters use references pertinent to their world and worldview, education and training. Having a good ear for the way people talk ? without being a literal transcriptionist (cause whoa boy nobody would understand a thing) is a great skill for a writer.

Most people don?t speak in a grammatically correct way. In fact, when we hear grammatically correct stuff like, ?Discover the?teacher for whom you are looking,? it sounds a little funny. That?s because it often doesn?t gel with our internal grammar. Our internal grammarian is always going to be a jump ahead of the printed ?rules.?

How many words do you use every day that aren?t even in the dictionary? How many times have you used the word ?whom? this week? I spend a lot of time thinking about?the audience?I?m writing for, and how those folks are used to communicating with people. Again, this pertains to fiction, too. There?s a reason that there are more people reading simply-written books with?solid but simple stories?than purple-prose doorstoppers.

That?s not to say I?m against lovely language ? I prefer weird, gorgeous language, myself- but my fiction audiences and my freelancing/corporate audiences are very different, and I write differently for each.

When writers tell you to ?learn all the rules? and then break them,? grammar is one of those rules. You should know what you?re supposed to say, sure ? because then you can make a conscious choice to actually say what you mean in a way your audience will understand.

(AP) ? Rebels on Friday pressed their broadest assault yet to drive President Bashar Assad's forces out of Syria's largest city, activists said, with fierce fighting erupting in an Aleppo neighborhood that is home to Kurds, an ethnic minority that has mostly stayed out of the civil war.

In Washington, U.S. Defense Secretary Leon Panetta said intelligence suggests Assad has moved some of Syria's chemical weapons to better secure them. Panetta said the main sites are believed to be secure, though his comments indicated that there are lingering questions about what happened to some of the weapons.

On the diplomatic front, top representatives from Western nations and Middle East allies met Friday at the U.N. to urge Syria's fractured opposition to unite. U.S. Secretary of State Hillary Rodham Clinton told the Friends of Syria group that the U.S. would deliver an additional $15 million in non-lethal aid and $30 million in humanitarian support, on top of more than $175 million already given to political opposition.

Diplomacy has been largely sidelined in the 18-month-old Syria conflict because a key tool ? U.N. Security Council action ? has been neutralized by vetoes from Assad allies Russia and China.

The military battle for control of the country has also been locked in a stalemate, most visibly in Aleppo, a northern city of 3 million. Since a rebel offensive on Aleppo two months ago, each side has controlled about half of the city and has repeatedly tried ? but failed ? to capture the rest. Aleppo would be a major strategic prize, giving the victor new momentum.

Late Thursday, rebels forces launched what they said would be a "decisive battle" that by Friday had spread to wide swaths of the city. "The city is witnessing one of the most violent days. All fronts are on fire," Aleppo-based activist Baraa al-Halabi said.

Heavy clashes were reported Friday, with regime troops firing tank and mortar shells, and rebels using heavy machine guns, mortars and rocket-propelled grenades, said Aleppo activist Mohammed Saeed.

Amateur video broadcast by the Arab satellite TV station Al Jazeera showed a group of rebel fighters, identified as a single unit by their white headbands, marching through a rubble-strewn street. Others fired assault rifles from behind barricades of cinder blocks and sandbags.

Syria's state-run news agency SANA confirmed battles in a number of Aleppo districts, reporting that dozens of rebels were killed. The Britain-based Syrian Observatory for Human Rights, an activist group, put the day's death toll in the city at 23.

For the first time, rebel fighters entered one of Aleppo's Kurdish areas, amid conflicting reports about whether some of the local residents fought alongside regime troops or stayed out of the battle.

Since the outbreak of the uprising against Assad in March 2011, Kurds have been split in their loyalties, some siding with the regime while others joined opposition protests.

Syria's state TV said regime forces had help Friday from local residents, a claim also made by the Tawhid Brigade, the largest unit of rebel fighters in the city. However, Rami Abdul-Rahman, the head of the Observatory, and Saeed said Kurdish fighters withdrew from the streets when the fighting began.

Kurds are Syria's largest ethnic majority, making up at least 10 percent of the country's 23 million people. Most live in Syria's northeast, near the border with Turkey, but Aleppo and the capital Damascus also have large Kurdish-dominated neighborhoods.

Since the start of the uprising, both the Syrian government and opposition forces have reached out to the long-marginalized Kurds, whose support could potentially help tip the balance in the conflict. Many in Syria's power elite, including the Assad clan, are Alawites ? followers of an offshoot of Shiite Islam ? while a majority of Syrians are Sunni Muslims. Christians are another large minority.

Syria's civil war is increasingly tearing apart ethnic and religious communities, putting members of the same group on opposite sides of the conflict, said Fawaz A. Gerges, head of the Middle East Center at the London School of Economics.

"The longer the conflict continues, the more fragmented Syrian communities will be," he said. "This does not bode well for the post-Assad Syria."

Since the regime began bombing from the air a few weeks ago, the number of casualties and the scope of destruction have increased sharply. In one such air attack Friday, a warplane bombed the northern town of Azaz near the Turkish border, killing at least four people, according to the Britain-based Syrian Observatory for Human Rights.

Amateur footage posted by opposition activists showed frantic residents clawing with their hands through the rubble of a bomb-flattened home in Azaz. A dust-covered man climbed out of a crater carved by the blast, cradling a dead toddler in his arms. The child's tiny arms and legs flopped as the man carried the limp body to a pickup truck, as shocked bystanders shouted "God is Great."

Syria imposes tight restrictions on foreign journalists, and the authenticity of such videos cannot be verified independently.

In Geneva, the U.N.'s top human rights body stepped up efforts to gather evidence against members of Assad's regime. The Human Rights Council appointed a renowned U.N. war crimes prosecutor, Carla Del Ponte, to its independent panel probing alleged war crimes in Syria. Such evidence could be used in a future war crimes tribunal hearing ? although none is planned so far.

The council also extended the panel's mission, due to expire by the end of September, by another six months. Last week, the investigators submitted a confidential second list of suspected war crimes perpetrators to the U.N. human rights office.

There has also been concern that a desperate Assad could unleash chemical weapons on his opponents. It is widely believed that Syria possesses extensive chemical and biological weapons stockpiles and it has threatened to use them if the country comes under attack.

Panetta, the defense secretary, said Friday that there have been multiple "limited" movements of chemical weapons, but that Syrian officials were relocating the stocks in order to better secure them.

"There has been intelligence that there have been some moves that have taken place. Where exactly that's taken place, we don't know," Panetta told reporters. "I don't have any specific information about the opposition and whether or not they've obtained some of this or how much they've obtained and just exactly what's taken place."

Asked if some of the weapons have fallen into the hands of the rebels or Iran's Revolutionary Guard, Panetta said he has no "firm information to confirm that that's taken place." He said the U.S. has monitored the main sites and determined that they are still secure.

President Barack Obama has said the threat of chemical or biological warfare in Syria is a "red line" for the U.S., and has warned that Washington will not allow the weapons to fall into the wrong hands. He said there would be enormous consequences if the U.S. sees any movement or use of the weapons.

Aiming to be the Zipcar of electric scooters, Scoot Networks has officially launched in San Francisco after months of beta testing. Ideal for areas with problematic parking, the Chinese-made scooters are 100 percent electric with a 20Ah SLA battery each, and there's even a dock built into the dash to charge most Android or iPhone models.
